Principles of interaction and communication.
Throughout much of our history Qultura, the Qultura community and Qultura Core has been presented as a community and in legal terms an unincorporated community organization. We are in the process of changing this to become a Community Interest Company. Our terms of service here are based on that transition and is based on both the new version of the Qultura Constitution which has been revised to meet requirements for a Community Interest Company (CIC).
Copies of our legal documents are available on request and this will be the case until we have completed this transition. These terms of service are however based on our application and the actual way we will be functioning as a Community Interest Company (CIC) and thus will be the exact same as the content of our application to the Regulators.

Qultura is a method of enquiry which was developed by Stella Baker out of Therevada Buddhism and is similar to both Buddhism and the Tao Te Ching in that it can be developed by an individual so as to learn about mysticism, change one's state of consciousness and increase and develop one's level of conscious awareness, in so doing changing their perspective and understanding of life, their environment and also perception of their community and society.
Qultura is a deliberate misspelling of culture to imply new culture which is developed out of interaction with both actual reality (mysticism) and cultural reality (society and culture) through active participation in a community and also through primary social interaction with other members of a community. The Qultura logo features a tree, and this is symbolic of the Tree Example. The Tree Example is used to explain the relationship between existence and reality, consciousness and space, and the fundamental basis of mysticism. This Tree Example is featured on the webpage About mysticism which is in the About section of both the Qultura and Qultura Core CIC websites.
A Qultura method can be developed by doing the following:
As development of a Qultura method is based on one's own individual conscious perspective and awareness and thus one's individual relationship with the environment and one's community one can only develop a Qultura method through proactively engaging with a community and developing relationship with community. Without active participation in a community or engaging with other people in that community there is no development of a Qultura method.
This means implicitly that a Qultura method can only be developed by an individual and is based on relationship with community. Any Qultura method which is developed without community involvement and participation is not a Qultura method, nor is any Qultura method developed to be shared between two or more people. Both these examples can be defined as a belief in Qultura and an ideology and are not a genuine Qultura method.
As per our Founding Principle we do whatever we can to create and provide completely free access to opportunities to develop individual human creativity, develop empathy, and through this develop social relationships, new culture and better community relationships and interaction through access to mysticism, Qultura methodology, and the Qultura community which implies:
Opportunities to develop a Qultura method through involvement and interaction with both community and environment is made accessible to all adults living in a community over the age of 18. As we are not promoting any ideology or belief system, which are counterproductive to the development of a Qultura method, it is important to understand that we are presenting an opportunity through which community engagement and involvement is implicit.
It's not possible to develop mindfulness or discipline without community engagement for the simple fact that there is no relationship involved. In order to develop mindfulness and discipline you have to engage with community and your environment simply because you are changing consciousness through relationship between existence and reality. Mindfulness and discipline both require a commitment to seeking out opportunities for pleasure and happiness through relationship, i.e. for self and other.
This is the difference between capitalism, which is based on transactions, and community development, which is based on relationship. It's important to understand that the crisis of consciousness is manifest because people are focussed on capitalism and transaction and seeking pleasure and happiness through transaction, e.g. through shopping, through superficial interpersonal relationships (friends with benefits and fuck buddies) rather than through relationship.
Therefore as it's not possible to developa Qultura method without relationship with community Direct Community Benefit is implicit throughout our presence, development of community, accessibility of opportunities and development of community projects.
Providing Direct Community Benefit to local communities relative to their cultural and social needs and interests is the focus and priority of Qultura Core CIC. We do not have a mission statement but if we did it would be all about providing direct community benefit to local communities.
Qultura Core CIC is transitioning from an unincorporated community association which is essentially the administrative core of the Qultura community to a Community Interest Company (CIC) of which the sole director will be Stella Baker, a dramatist, mystic and shaman supported by a governing body of trustees. In this way Qultura Core will become 'official' and start officially trading to gather resources which will be used exclusively for direct community benefit purposes through development of the Qultura community.
However in practice very little will change and Qultura Core CIC will continue to administer the Qultura community and provide access to opportunities for development of community and development of new culture through making Qultura methodology freely accessible to members of local communities.
The only real change is that Qultura Core CIC will seek to gather resources for Direct Community Benefit through fundraising, promotion of material community support for reverse participants in the community, the sale of Qultura patronages and the covering of administrations costs required to maintain the Qultura community.
This new commercial (capitalist) activity will be undertaken to gather resources for Direct Community Benefit and thus will always be secondary and subversive to what can be perceived as the main objective which is Direct Community Benefit. Implicit in this is that local communities will derive benefits via the Qultura community through the following:
All of the above are the perceived and anticipated Direct Community Benefits from the activities of Qultura Core CIC.
Qultura Core CIC differentiates commercial (capitalist) activity from relationship, i.e. development of a Qultura methodology, development of culture and development of community because all commercial activity is based on short term transactions to acquire some financial, material or spatial benefit.
All commercial (capitalist) activity falls into one of three categories:
Official commercial (capitalist) activity refers of course to gathering the necessary resources - spatial, financial and material - to cover administration costs, access community space, develop the Qultura community through the development of various community projects and also cover our significant costs for maintaining an online presence through a website, message board and various social media platforms.
Permitted commercial (capitalist) activity refers specifically to community support for members of the Qultura community who have elected to reverse their participation which they are able to do either as part of a recovery from traumatic life experiences and circumstances or in order to develop their individual creativity so as to base their income and occupation on a creative discipline, such as art, drama, music, design and photography.
This is achieved through our native pledge and appeal system where those who have elected to reverse their participation can verbalize their support needs through official appeals and solicit pledges of support from the wider community, society, organizations and businesses. These appeals are officially sanctioned by Qultura Core CIC who administer these appeals so as to prevent fraud and misuse of the system.
Through these appeals they receive pledges of support and may seek a patron who will support them on a more long term sustained basis. Support from pledges is officially deemed support and must be acquired through an appeal for a specified benefit (a direct community benefit) as opposed to just income. This system is native to Qultura Core CIC and is not to be regarded as charitable in any way, because we define it as community support.
Certain commercial (capitalist) activity is not permitted because it can very easily lead to a conflict of interest which of course is counterproductive to developing direct community benefits.
Such activities involve all activities which exploit the resources of Qultura Core CIC and our partners, such as local authorities, for any profit-seeking activity which is of direct benefit to either an organization, business or individual and includes:
Qultura Core CIC as a matter of principle rejects all existing modern mainstream culture and with it all existing ideology, be it social, political or religious as the only viable basis for social and cultural values. However it is to be explicitly understood that Qultura Core CIC and the Qultura community is not a social, political or religious movement nor is it a protest movement.
All ideology runs counter to the development of a Qultura method and as such runs counter to development of community. Please refer to our Founding Principle. Ideology also runs counter to our principle Figure of Eight partnerships and decision making processes (please refer to the relevant sections on this webpage).
Qultura Core CIC like the Qultura community is subversive in nature. Subversion is all about the creative expression of individual truth and is a fundamental legal requirement in the UK and is thus an inalienable human right. While we accept that members of the community may believe certain things and follow an ideology we expect such beliefs to not be part of the development of a Qultura method and we oppose all use of Qultura methodology to promote existing culture and ideological belief systems.
The Figure of Eight partnership is a concept created by Qultura Core CIC to overcome the differences between managing an organization and a community. Whole Qultura Core CIC is for all legal purposes a Community Interest Company it is still very much the administrative core of the entire Qultura community. We find ourselves in a very unique situation that we are unable to develop an organization without creating a conflict of interests and negating our Founding Principle. Therefore we remain very much a community and have created a Figure of Eight partnership to be able to enter into relationship with any organization.
All organizations, be they businesses, corporations, local authorities, government departments and other social enterprises such as charities function according to a specific system of organization through which they interact with community through relationship. However the objective of any organization is based on transaction, not relationship. This contrasts with the perceived objectives of Qultura Core CIC, which is based on relationship, not transaction.
Therefore while we interact with organizations we do not share systems or information except through direct communication and correspondence, i.e. transaction. We maintain two websites the Qultura website which is based on relationship and the Qultura Core website which is based on transaction. Most of the content of both websites is the same but both websites are developed differently and are aimed at different end users.
The Qultura website is designed specifically for members of the community, while the Qultura Core CIC website is designed specifically for organizations and members of the Qultura community who have elected to participate in our universal volunteering system. This means that the Qultura Core CIC website is the business end of the Qultura community.
This avoids any conflict of interest for either Qultura Core CIC and the organizations we work with.
In recent years Qultura has tried twice to become a registered charity but was refused by the Charities Commission twice, most recently in 2015 when it was decided that our stated objectives were not charitable and that we were a community association. Originally we had started out as a charitable Fringe theatre company in 2008 prior to becoming a community. Our stated mission was to support people out of social exclusion and to overcome social stigma through Fringe theatre productions and drama workshops. Back then Qultura was the parent organization to administer fundraising and was made up of two trustees and Stella Baker, one of the founders. This failed. We applied once again in 2015 by then as the Qultura community and the stated mission was to support people out of social exclusion and social stigma, but through community support and not just drama workshops. This again failed and the Charities Commission deemed that we were a community organization.
In response we developed a pledge and appeal system where community members who felt the need could reverse their participation in the community in order to access community support to help them recover from traumatic life circumstances and experiences, in particular those caused by social stigma, marginalization, social exclusion and also arising out of discrimination for being sick, having mental health and addiction issues, and also if they had a disability which caused them to be discriminated against by other people.
People who are affected by social exclusion and social stigma is a very widespread social issue affecting anywhere between 20% and 50% of members of a local community. Experiences of social stigma and social exclusion are always unique and individual and are relative to that person's experience of life and response to adverse or traumatic circumstances. No two experiences of social stigma or social exclusion are alike. However what is common to all such experiences are five barriers which from the individual affected are insurmountable:
What we have found is that people overcome and recover from traumatic circumstances and life experiences when they are given community support which effectively removes the sense of stigma and exclusion and gives them full autonomy over their recovery process. Throughout our drama workshops have been incredibly effective not just is speeding up recovery from trauma but also helping professional actors find paid work as actors. Giving people access to resources based on mysticism and Qultura methodology is also incredibly effective at promoting a quicker recovery from trauma, mental health issues and transforming consciousness. This difference in outcomes is consistent and has been throughout our entire history.
Our native pledge and appeal system is designed to be a community based alternative to charity and charitable activities which is accessible to everyone in both the Qultura community and also the wider community. Qultura Core CIC typically does not have any resources as we are a community but we have developed a new and unique role as a community facilitator between members of a local community and various organizations. This is all based on a staged process for both pledges and appeals.
People can access community support by going through the following three stages:
Anyone can support the Qultura community through making a pledge of support either by responding to an appeal published on our website or after being contacted directly by a reverse participant. One can also unilaterally pledge support to our community after becoming aware of us. This is a two stage process.
Like appeals, pledges of support are fixed in nature. In order to amend or change a pledge of support one simply makes a new pledge. If it is decided that one no longer wishes to support the Qultura community simply notify us by email.
Qultura patronages are a means of long term support for members of the Qultura community who are recognized reverse participants and need sustained, long term support for either of the following:
Qultura patronages are designed for larger businesses and corporations. All Qultura patrons are officially recognized with a badge which is our logo labelled 'Official Qultura Patron' which can be used on websites and literature of the business or corporation as a marketing device or tool. In order to become a Qultura patron a business or corporation needs to pledge support for a significant number of reverse participants and pledge a minimum £1,400 monthly per individual which is paid directly to each individual.
Not everyone can support the Qultura community and we do not accept support in any form from organizations and businesses involved in any of the following:
All decision making when it comes to Qultura Core CIC is consensual, rooted in Qultura methodology and based on four universal principles:
It is assumed that, at the very least, whenever someone becomes a member of the Qultura community they become familiar with all the four universal principles using both the Resources which are freely accessible on our website and also the free book The Principle and the Process.
In order to properly understand our approach to decision making one needs to understand the relationship with Qultura Core administration, which has three components.
Stella Baker, the surviving founder of the Qultura community, is the Core Facilitator and sole director of Qultura Core CIC by way of general consensus. She is a dramatist, mystic and shaman, creator of Qultura methodology, and a known and liked community figure in her local community of Nine Elms in London. Her role as Core Facilitator is not based on authority but on being the central resource for everyone in the Qultura community.
The next important factor when it comes to decision making in Qultura Core CIC is Qultura methodology itself. Any Qultura method is based on relationship - relationship between the individual and community and also relationship between the individual and their environment. From the conscious perspective of the individual, irrespective of who they are, both community and environment are one - because other people together collectively make up a social environment. This environment is, from the conscious perspective of the individual, reality. Existence from the conscious perspective of the individual is specifically their existence, i.e. their life experience, their conscious perspective, their Principle.
Development of any Qultura method - which is always unique and individual - is predicated almost entirely on relationship between the individual and their environment, between the individual and their community, and therefore between the individual and their perceived reality. This means that development of any Qultura methodology goes hand in hand with development of relationship between the individual and community - it doesn't matter whether this is the Qultura community or the wider community. Development of relationship means that as consciousness is developed, the individual's conscious perspective changes and also their perception of reality - i.e. the community and their environment - also changes.
Perhaps now you will understand exactly how ideology and basing your thinking on belief systems, works against Qultura methodology.
Another factor you need to take into consideration when it comes to Qultura Core CIC and decision making is karma. Karma is a Sanskrit word which means simply 'action' but what we wish to point out is that it can also mean 'attachment' and 'expectation'. Karma is directly relative to life experience, both what happens to you, and what you do in response to what happens to you.
Life is all about drama and relationship in motion where ideally, what you do and what happens to you goes together to make up a life experience which 'flows' so that there are no choices to make, no decisions, no conflicts, and you are completely connected to your environment and also your community.
This means that any choice or decision which you face in life is unresolved karma which you experience as a choice or a decision which needs to be made. Fundamentally you can choose to either resolve karma and build on your relationship with community and environment, or you can build karma, and maintain a position of Ego and conflict between you and your environment and potentially community.
Developing a Qultura method and being involved in the Qultura community implies that you are working to resolve karma through developing a relationship to both community and your environment. This should factor not just in your thinking and relationship to Qultura Core CIC and the Qultura community but also to each individual member of the Qultura community.
This means that Community Standards for the Qultura community (and Qultura Core CIC) are different from community standards in the wider community and society in general, sometimes radically different. Certain things which are often important in the wider community are not important in the Qultura community, and also certain things which are not important in the wider community are very important in the Qultura community.
This is where we differ radically in our decision making from organizations, institutions, local authorities and other institutions. In organizations there is a certain organization, hierarchy and structure which is fixed. People occupy fixed positions and decision making is authority based and made by people in authority and positions of power, such as a hierarchy or a board of directors.
Any such decision making based on the aforementioned creates a conflict of interest with our Founding Principle - culture of the people by the people for the people. If there is a conflict of interest with our Founding Principle then potentially there is a potential conflict of interest when it comes to Direct Community Benefit. Such a situation is unacceptable to Qultura Core CIC. It is extremely important that new culture is developed relative to the collective of people living in a local community.
It is for this very reason that the Figure of Eight partnership was created.
Qultura Core functions according to universal principles and therefore functions in the exact same way as the universe - constant delegation of authority. It is for this reason that we have developed a universal system of volunteering which is self-identifying, self-regulating and self-perpetuating. It is also for this reason that we have developed a system of community support which is based entirely on pledge and appeals.
In this way each community project we develop is unique and individual to everyone who participates in the project, and all our community projects are fully participant centred. If there is an issue or a decision needs to be made beyond the scope of the project Qultura community members are expected to consult with the Core Facilitator if they need guidance and with the body of Qultura trustees if they need a consensus based decision. This system of decision making is roughly the same as decision making among communities devoted to the Tao Te Ching - it is minimalist in nature.
This is how decision making works with regard to Qultura Core CIC and the Qultura community. It works and it works effectively with minimal issues, something we are very willing to point out to anyone who is unfamiliar with our community.
Trustee meetings, i.e. meetings between the Core Facilitator and trustees take place quarterly, i.e. every three months, on a nominated Wednesday evening at 6.30pm. These four meetings generally focus on a specific aspect of community development:
These meetings usually take place in person at the ROSE Community Centre but due to COVID they have been taking place virtually. These meetings are generally open to anyone wishing to attend to raise questions and matters at the meeting. Matters raised do not have to align with the focus of the meeting. If the matter to be raised is to be an item on the agenda it needs to be submitted in writing a month prior to the meeting, so December, March, June and September, when the agenda is set. Otherwise matters can be raised during Any Other Business (AOB) with up to 14 days for a consensus to be reached.
Outside of this additional trustee meetings can be called for important matters which affect the community as a whole. Less important matters can be raised by email with 14 days allowed for a response.
Qultura Core CIC has two methods of conflict resolution - karma resolution and bringing to centre. This is part of our native decision making processes.
Ultimately the best solution for conflicts - which is building up karma - is to avoid creating them. This is strongly recommended and in line with our universal principles. Below are some recommendations for avoiding conflicts.
We reserve the right to exclude and disassociate any member of our community who displays a significant inability to follow universal principles and develop a Qultura method or who is disruptive, harmful or abusive towards any other member of the community, or administration or any of our supporters. Exclusions are usually permanent and sometimes accompanied with disassociation. There are no warnings or 'bans'. This is not social media.
The content of our websites and these Terms of Service are updated to keep everything relevant. These updates are announced on our community Message Board, by email to everyone in the Qultura Core network, and may also be announced publicly on social media spaces, blog posts and through multimedia.
